What do I need to know?

Note: The image of the license plate is an excerpt from the Vehicle Registration Ordinance (FZV)
To apply for a classic car license plate, the vehicle in question must have been first registered at least 30 years ago (= date of first registration).
The vehicle should correspond as closely as possible to its original condition and be in good condition. Whether these requirements are met is determined by technical inspection agencies in a special classic car appraisal in accordance with § 23 of the Road Traffic Licensing Regulations (StVZO).
If all requirements are met, the assigned license plate is marked with an "H" after the identification number.
The historic license plate can be applied for not only when converting a registered vehicle but also as part of a registration or transfer of ownership.
Combining a seasonal license plate with an "H" plate for historic vehicles has been possible since October 1, 2017.
For the registration of a classic car with a seasonal license plate, only the following license plate combination is permitted in Mainz:
- MZ-B 100-999
- MZ-F 100-999
- MZ-G 100-999
- MZ-I 100-999
- MZ-O 100-999
- MZ-Q 100-999
- MZ-2 letters 10-99 (At least one of the two letters must be B, F, G, I, O, or Q, e.g., MZ-AB 12)

Requirements:
- The vehicle owner has their primary residence in Mainz
- The company headquarters or branch office is located in Mainz
- There must be no outstanding motor vehicle tax payments
- All outstanding fees incurred in connection with a registration must be paid
- The vehicle must have been first registered at least 30 years ago (the date of first registration is decisive!)
- Classic car appraisal in accordance with §23 StVZO
- Proof of a valid general inspection for the vehicle
Prerequisites
Please note the following requirements:
- The owner of the vehicle has their primary residence in Mainz.
- The company headquarters or branch office is located in Mainz.
- There must be no outstanding motor vehicle tax payments. All outstanding fees incurred in connection with registration must be paid.
- The vehicle must have been first registered at least 30 years ago (the date of first registration is decisive!).
- Classic car certificate in accordance with §23 StVZO
- Proof of valid general inspection for the vehicle
Procedure
You must submit the application in person or through an authorized representative.
Please make an appointment in advance. To do so, please use the online appointment scheduling system (see link at the bottom of this page).
Remark
Vehicle registration now only possible with direct debit authorization for motor vehicle tax
Anyone who registers a new vehicle or re-registers an existing one must issue a direct debit authorization for motor vehicle tax to the Ulm Main Customs Office. The direct debit authorization for motor vehicle tax is only valid for the registered vehicle and expires when the vehicle is deregistered.
Due to the switch to the SEPA direct debit procedure, you must generally submit a SEPA direct debit mandate for the collection of motor vehicle tax with each registration. The SEPA direct debit mandate valid for the Mainz registration authority can be found in the "Forms" section at the bottom of this page and in paper form on site.
Applications and information on tax relief for a vehicle can be found at www.zoll.de. Applications for tax relief due to severe disability can be submitted to the registration authority as part of the registration process. To do so, you must present the original copy of your severe disability card.
Outstanding fees at the registration authority
Registration is dependent on you having paid all outstanding fees incurred in connection with the registration. You can pay outstanding fees on site during the registration process.

What do I need to bring or submit?
- Expert opinion for the classification of a vehicle as a classic car by an officially recognized expert.

If a classic car license plate is assigned as part of a registration procedure, the following additional documents are required:
- Vehicle registration document or
- foreign vehicle documents or
- for vehicles not subject to registration, the operating license
- the EC certificate of conformity, known as the Certificate of Conformity (CoC), or data confirmation or full expert opinion

- Purchase agreement or
- invoice
- Proof of valid motor vehicle liability insurance (eVB number)
- Bank details for the direct debit mandate to pay the motor vehicle tax
- Valid original identity card or passport of the owner
- Registration certificate part II (vehicle registration document)
- Registration certificate part I (vehicle registration document)
- Electronic insurance confirmation (7-digit eVB code)
– not required if only switching to a classic car license plate - For registered vehicles, the previous license
plates must be reissued in any case - Classic car certificate in accordance with §23 StVZO
- SEPA direct debit mandate for motor vehicle tax (form available in the "Forms" section at the bottom of this page or from the local registration authority)

For commercial registration, the following additional documents are required:
- For companies listed in the commercial register
- Excerpt from the commercial register (at the local court) / business registration (both no older than 3 years)
- Power of attorney from the managing director(s) or authorized signatory with ID (copy) for registration by a third party
- Identification of the authorized representative(s)
- For liberal professions (e.g., lawyers, doctors)
- Current certificate from the tax office
- For professions with business registration (e.g., e.K.)
- Business registration (not older than 3 years; if necessary, have the trade office confirm that it is up to date)
For associations (e.V.)
- Excerpt from the register of associations
- Power of attorney of the representative(s) with ID (copies) if admission is by a third party
- Identification of the authorized representative(s)
For civil law partnerships (GbR)
- Overview of all partners (partnership agreement)
- Power of attorney and declaration stating the natural person to whom the admission is to be granted (signed by all partners)
- Identification of all partners
How much does it cost and how can I pay?
Fees
- Standard fee: €30.90
- Additional fees may apply depending on the individual case.
- The fees do not include the cost of license plates.

Please also note that you cannot book ONLINE APPOINTMENTS at the Vehicle Registration Office for matters relating to driving licenses, passenger transport, and driving schools, or for digital EU tachograph cards.
For registrations with export license plates (export vehicles), the deadline for acceptance is always 30 minutes before the regular deadline!
The online appointment calendar is not available for car dealerships, registration services, and motor vehicle dealers. You can submit or pick up these documents between 8 a.m. and 11 a.m. without an appointment.
