Cleanliness: Regulation on the former "City-Hotel Neubrunnenhof"

The elderly care group Emeis (formerly Orpea), renamed in Germany, is the owner of the former "City-Hotel Neubrunnenhof" at Grosse Bleiche 22-26. The visual and structural condition of the property has been the subject of public debate for some time, as litter and faeces make for a massively repulsive image. This has led to a recurring debate as to whether the city of Mainz could take responsibility for remedying the situation on site.

Now, during a meeting between Mayor Nino Haase and Emeis, a practical and straightforward arrangement has been reached. Mayor Nino Haase comments: “Since we received no response to our previous attempts to make contact, we are now pleased to have a cooperative point of contact who has been in charge since 2025 following a change in personnel. When it comes to problem properties like the Neubrunnenhof or Augstinerstraße 22, it is important to me as mayor that we, as a city, remain persistent: We have already been successful with the latter, and regarding the Neubrunnenhof, we now also have—albeit belatedly—justified hopes for improvement.  The proposal to have the City of Mainz carry out the cleaning and restoration of cleanliness in the area surrounding the building—with costs billed to Emeis—was widely supported. We are currently coordinating on a comprehensive plan. This also includes the possibility of implementing the “vacancy signage” project—a project of the Economic Development Agency—with attractive designs on windows and facades. There are still details to be clarified with external contractors, but we are on the way to a joint solution,” emphasizes Mayor Haase, who in this context also praised the commitment of Dieter Grünewald, chairman of the initiative “Neue Mainzer Mitte e.V.,” who also successfully sought dialogue with Emeis.

 

Haase concludes: “Cleaning measures have already taken place, and an initial inspection has also been conducted. The reaction from Frankfurt to the planned steps for cleaning up the area has been consistently positive. At the same time, Emeis indicated that, due to changed circumstances, he no longer intends to pursue the planned construction project—for which a valid building permit has been in place for well over two years—and is interested in selling the building complex. Direct contacts within the municipal administration were facilitated, and they are now examining whether development is possible under the current conditions,” said Haase.
