After intensive negotiations with the investor ECE over a period of almost 12 months, the outcome of the negotiations was presented to the public on November 22, 2013, in LuFo VIII.
The outcome of the negotiations and the further procedure (competition procedure, urban land-use planning procedure) were discussed in detail at a joint committee meeting of the Building and Redevelopment Committee, the Economic Committee, the Main Committee, the Parks and Transportation Committee, and the Mainz-Altstadt Local Advisory Council on November 19 and 27, 2013.
The fundamental decision on this was made by the city council on December 4, 2013.

The city of Mainz and ECE have finally agreed on a planning concept for the shopping district on Ludwigstraße. The framework conditions had already been specified in a key issues paper between the city and ECE at the beginning of June. The details were presented to the steering committee and made public on October 16, 2013.

Following extensive public participation and subsequent intensive negotiations with the investor ECE, the city of Mainz presented an interim report on the planned new shopping district on Ludwigsstraße to the steering committee and informed the public on June 7, 2013.
The negotiating partners agreed on 12 key points.

The final report, containing guidelines and recommendations, will be presented to the Main and Personnel, Economic, Parks and Transportation, Construction and Renovation Committee and the Mainz-Altstadt Local Advisory Council on October 18, 2012, for preliminary consultation, and to the City Council on October 24, 2012, for a decision. Once the relevant resolution has been passed, the guidelines and recommendations defined in the final report will form the basis for further project development with the investor.
