Unlike the city park, the grounds of Mainz's Volkspark were part of the large Mainz fortress complex for centuries. The mighty Fort Weisenau once stood here, reinforcing this part of Mainz's ramparts and protecting it from outside attacks.

It was not until after the First World War that the Treaty of Versailles of 1919 sealed the end of the Mainz fortress. Under the terms of the treaty, all fortifications had to be destroyed. The French occupying forces, which occupied the southern Rhineland after the defeat of the German Empire, also moved into the former fortress city of Mainz. Some of the bastions and forts from the 17th and 18th centuries were still used as training grounds for French soldiers. Militarily, these fortifications were useless, so they were not immediately demolished.

After the French withdrew, work could begin on redesigning the vacant areas of the city. Much-needed recreational facilities were created for the densely populated city of Mainz. In 1935, the Mainz Volkspark, covering an area of approximately 14 hectares, was created on the site of the former Fort Weisenau.

To mark the 2,000th anniversary of the city of Mainz in 1962, the park, which had been severely damaged during the war, was redesigned and connected to the city park by a pedestrian bridge.
