The state capital of Mainz aims to strengthen Mainz city center as a shopping location and make it fit for the future. This means creating an attractive range of offerings and a high quality of urban space, but also concentrating the "shopping city center" on the so-called TRIPOL Brand – Römerpassage – Ludwigsstraße. While the Römerpassage and Brand poles are functioning well, the third pole – the Karstadt site – suffers from functional and urban planning deficiencies. In recent years, many efforts have been made to upgrade this area and transform it into a modern shopping district. These considerations are now being concretized in dialogue.

The complex planning process to transform the Karstadt site, which is outdated in terms of functionality and urban development, into a modern shopping district along Ludwigsstraße is now well underway: Following the development of guidelines and recommendations within the framework of the Ludwigsstraße forums (2011-2013), a change of investors, the creation of a framework plan and a basic urban development concept, two public participation processes and the implementation of a competition procedure.

Based on the competition design that was awarded first prize, a draft development plan entitled "Shopping district south of Ludwigsstraße (A 262)" was drawn up and approved by the Building and Redevelopment Committee on January 28, 2021, in "Plan Stage I." In addition, the Building and Redevelopment Committee decided to carry out early public participation in accordance with Section 3 (1) of the German Building Code (BauGB). This took place between February 15, 2021, and March 12, 2021. The expert reports required for the procedure are currently being prepared.
