Service description
You need a permit to transport passengers commercially in a rental car. If you want to increase the number of vehicles in your rental car business, you must apply to the relevant traffic authority for an extension of your permit.
Prerequisites
- The applicant already holds a rental car license as an entrepreneur.
- The safety and performance of the business are guaranteed.
- There are no facts to suggest that the applicant is unreliable as an entrepreneur or that the person appointed to manage the business is unreliable.
- The applicant as an entrepreneur or the person appointed to manage the business is professionally qualified.
- The applicant and the entrepreneurs commissioned by them to provide transport services have their place of business or branch office in Germany within the meaning of commercial law.
In the case of legal entities under public law, the requirements are deemed to be met.
- The company headquarters must be in Mainz.
Procedure
To obtain an extension of your license for the commercial transport of passengers with multiple rental cars, proceed as follows:
- Submit a corresponding application to the relevant transport authority and enclose all necessary documents with the application.
- The authority will process your application and carry out the necessary consultation procedures.
- You will receive notification of the decision regarding the extension of your rental car license. If applicable, you will be issued with the license certificate(s).
Remark
You can submit your application online to the state capital of Mainz.

Deadlines
Deadlines only begin to run once a complete application has been submitted. If your application is complete, a decision will be made within three months. The deadline can be extended by three months if necessary.
Processing time
The processing time may vary between the relevant transport authorities. The processing time may depend, among other things, on whether all documents relevant to the decision have been submitted or whether additional documents are required.
Responsible body
The transport authority of the respective independent city or district is responsible.
What do I need to bring or submit?
- Valid license
- Application for extension of rental car permit (surname, first name of applicant; place of residence and business; for natural persons, date and place of birth; number of vehicles, vehicle type, capacity of vehicles to be used)
- Equity capital certificate/additional certificate (form in accordance with Section 2 (2) No. 2/Section 2 (3) of the Professional Access Regulation for Road Passenger Transport -PBZugV), not older than 3 months
- Certificate of good standing from the tax office, the municipality, the social security institution, and the employers' liability insurance association, not older than 3 months (from the company, the legal representative, and the person appointed to manage the business/traffic management)
- Certificate of good conduct for submission to the authorities in accordance with Section 30 (5) BZRG
- Extract from the Central Trade Register in accordance with Section 150 (5) GewO (for companies)
- Extract from the Driver Fitness Register (FAER)
General documents:
- Vehicle list, including rental vehicles with rental agreement or leasing list, if applicable
- Proof of liability insurance for rental cars, including risk index (WKZ)
- Proof of installation of an alarm system or exemption permit in accordance with Section 25 BOKraft
- Proof of installation of an odometer
- Business registration, if not already available to the authorities
- Original identity card
- Proof of financial capacity:
Equity certificate or statement of assets (from a credit institution or tax advisor) in accordance with the official template (§2 (2) No. 2 PBZugV), not older than 1 year- At least €2,250
- 1,250 euros for each additional license in the same procedure
- Certificate of tax matters from the tax office of your place of business and, if you live elsewhere, also from your place of residence, confirming your tax reliability (not older than 3 months), for
both the applicant and the persons appointed to manage the business - Certificate of good standing from the Transport and Traffic Industry Professional Association (not older than 3 months)
- Certificate of membership from the health insurance fund for the applicant and for the persons appointed to manage the business (not older than 3 months)
- Certificate of good standing from the social security agency confirming the proper payment of social security contributions for the persons listed in Appendix 2 (not older than 3 months)
- Official certificate of good conduct (document type 0), not older than 3 months

- Calibration test report from the State Office for Measurement and Calibration for the cars listed in the vehicle list
- Proof of installation of an odometer
- Registration certificate Part I (vehicle registration documents) for passenger cars
- Proof of parking space (rental agreement or land register extract, if applicable)
