With the "Early Help, Child Protection and Family Education" specialist unit, the City of Mainz has created an overarching, coordinating planning and networking body that systematically focuses on the potential that already exists in Mainz by linking the three support systems.
Dear Mainz professionals in early help, child protection and family education,
The "Early Intervention, Child Protection, and Family Education" unit coordinates and develops needs-based, low-threshold services for expectant parents and families with young children. This is done in cooperation with all relevant stakeholders in the social communities of the city of Mainz.
The resulting Mainz Early Intervention Network is coordinated and managed by the unit. Successful child protection and the further development of family education are central guiding principles in this work. The unit thus serves as an interface between systems, organizations, and professions.
For families, professionals, and the public, the center also serves as a guide and information platform.
The city-wide coordination and structuring of Mainz’s range of services and support is a key factor in ensuring that all children in Mainz grow up successfully.

Interdisciplinary case circles
Every year, we offer several interdisciplinary case study groupsPDF-File234,81 kB.
In 2026, we have planned the following dates for you:
March 26, May 7, September 1, October 27, and December 3, each from 10 a.m. to 12:15 p.m.
The case study groups take place at the Stadthaus Kaiserstraße or at one of the participating institutions. The respective location will be announced to registered professionals in good time by email.
Submitting a case is helpful, but not mandatory for participation!

Annual network conference

:30 a.m. to 3:00 p.m., Hechtsheim Community Center.
The network conference is aimed at professionals from various fields in Mainz who work with children, adolescents, and families.
The event will focus on the topic of “Children of Parents with Mental Health and Addiction Issues.” Dr. Hipp, a physician specializing in neurology, psychiatry, and psychotherapy, will deliver a presentation. In the afternoon, we invite you to a “Market of Opportunities,” where over 15 different organizations will present their services.

Early help network
The Early Intervention Network will meet on April 3, August 27, and December 10, 2026, from 10 a.m. to 12 p.m., at the Lauteren Wing of the Stadthaus, Kaiserstraße 3-5, 55116 Mainz.
The primary goals of these meetings are to inform one another about the respective range of services and responsibilities in Mainz and to clarify structural issues regarding the design and development of these services. The network is a resource for you and therefore naturally thrives on your participation! You are warmly invited to contribute your own ideas at the events. Please note: The Early Intervention Network focuses on various services for pregnant women and families with children aged zero to three in Mainz. Key stakeholders in Early Intervention include, above all, professionals in child and youth welfare, healthcare, pregnancy counseling, and early intervention. Other professionals who work with this target group are, of course, equally welcome.

Networking meeting for certified child protection specialists ("InsoFa") from Mainz
Every year, we offer networking meetings for certified child protection professionals.
In 2026, this will take place on March 17 from 9:00 a.m. to 12:30 p.m. at the Finthen Community Center.
Please note that these events are exclusively for certified child protection professionals who offer counseling in accordance with §§ 8a IV, 8b I SGB VIII & § 4 II KKG.

Confidential counseling in child protection
Since 2024, the center has been providing counseling services in accordance with Section 8b(1) of the Social Code Book VIII (SGB VIII) and Section 4(2) of the Child Care Act (KKG). All staff members are trained professionals with relevant experience ("InsoFa").
Both individuals who come into contact with children and adolescents in a professional capacity and so-called “confidential informants” receive support on a case-by-case basis in assessing a potential risk to a child’s welfare.
During the consultation, it is determined confidentially whether there are substantial grounds that may require a report of risk to the General Social Services (ASD) as the next step. The final decision always rests with the professional who referred the case. The specialist unit itself does not pass on any information to the ASD after the consultation has taken place!

Please note:
- The case will be discussed anonymously during the consultation. Therefore, please do not include the child’s or family’s name, date of birth, or address in your inquiry! Please also do not include any specific details about the case in your inquiry.
- We do not offer counseling under Section 8a IV of SGB VIII. Therefore, if you provide services under SGB VIII, please contact the child protection specialists responsible for your case.
In urgent cases of suspected child abuse, neglect, or sexual abuse, professionals in the healthcare sector, child and youth welfare services, and family courts may also contact the free, 24-hour Medical Child Protection Hotline. Tel: 0800 19 210 00 (website (opens in a new tab)).

Since 2024, we have been sending out a regular newsletter to our network. It is aimed at professionals in Mainz who work with children, young people, and families, and regularly provides important information, materials, events, and much more.

What is meant by early help, child protection and family education?
Early help
Early support services are available
- for all parents from pregnancy onwards and
- for all families with children up to the age of three.
If necessary, families receive tailored advice, mediation, guidance, support, and practical assistance. There is also special assistance available to strengthen families in difficult life situations.
The key players in early support are primarily specialists
- in child and youth welfare
- health care
- pregnancy counseling, and
- early intervention.

Child protection
Child protection encompasses all services that serve to assess, reduce, and, ideally, prevent potential risks to the welfare of children.
The child protection mandate as a whole is derived in particular from Article 6 II of the German Basic Law, Section 8a of Book VIII of the German Social Code, the Federal Child Protection Act, and the Rhineland-Palatinate State Child Protection Act. Children should be protected from neglect and abuse. They should be given a good start in life.
This also includes the recommendation to take advantage of early detection examinations ("U-examinations"). Parents can take advantage of these free of charge with their children in Rhineland-Palatinate.

Family education
Family education refers to all (formal and informal) educational opportunities for families that strengthen parenting and family skills in a preventive, supportive, and accompanying manner.
Family education should therefore be seen as a cross-cutting social task. It is aimed at all (expectant) parents and families as well as other caregivers.
In Mainz, there are many different providers offering free or discounted family education programs for families. Many of these are listed on our website for families (opens in a new tab).
Who belongs in the Child Protection and Early Help Network?
Particularly in the area of early intervention, binding structures for cooperation between the relevant service providers and institutions in child protection are being established and further developed across the board in accordance with the Child Protection Cooperation and Information Act (KKG).
The aim is to inform each other about the respective range of services and tasks, to clarify structural issues relating to the design and development of services, and to coordinate child protection procedures.
In accordance with Section 3 II KKG and Section 3 LKindSchuG, the network should include in particular
- public and independent youth welfare facilities and services,
- service providers with whom contracts exist in accordance with Section 125 of Book Nine of the Social Code,
- health authorities,
- social welfare offices,
- schools,
- police and public order authorities,
- employment agencies,
- Hospitals,
- Social pediatric centers,
- Early intervention centers,
- Counseling centers for social problems,
- Counseling centers in accordance with Sections 3 and 8 of the Pregnancy Conflict Act,
- Facilities and services for maternal recovery and protection against violence in close social relationships,
- Multi-generational houses,
- Family education centers,
- Family courts, and
- Members of the medical and healthcare professions
- other suitable persons, authorities, and other organizations
are involved.
In Mainz, there is the Early Intervention Network, which includes numerous professionals from the above-mentioned target groups.

In more detail: Our tasks
The center has the following tasks in mind:
- Establishing stable network and cooperation structures: The specialist unit establishes networks of relevant actors, incorporating existing structures, and accompanies and supports existing cooperation. There is a particular focus on cross-system networking with the healthcare sector.
- Tasks in accordance with child protection laws: The center coordinates and performs various tasks within the framework of the Rhineland-Palatinate State Child Protection Act and the Federal Child Protection Act (organizing specialist events, applying for funding, offering support when children's preventive medical checkups are not attended, etc.).
- Public relations and networking: The center raises public awareness at various levels in order to perform its coordinating and planning role as a guide within the systems.
- Planning and control: The specialist unit acts as a control center and interface for current specialist and city-related issues in the areas of early intervention, child protection, and family education.
- Conceptual development and providing impetus: The center works with all stakeholders to revise and further develop existing concepts in the areas of early intervention, child protection, and family education.
- Identifying needs: The center initiates parent participation procedures at the district level in cooperation with local agencies and institutions in order to identify the needs of families and, based on this, to promote district-related project developments.
