The term "legitimate interest" must be interpreted narrowly.

• Permission to keep a dangerous dog is generally only granted in particularly justified individual cases.
• Dangerous dogs must be uniquely identified at a veterinary practice by means of an electronically readable chip in accordance with ISO standards with a 15-digit identification number.
• The trade, breeding, and reproduction of dangerous dogs are prohibited.
• Dangerous dogs must always be muzzled and kept on a leash in public.
• We only grant an exception to this rule if the dog is sick and wearing a muzzle would pose a serious risk to its health, and if the nature of the illness means that it is impossible for the dog to attack or bite people, animals, or property.
• A dangerous dog can be exempted from the
  muzzle requirement if it has not proven to be aggressive and the dog owner or handler has passed the companion dog test with it. We can also grant a temporary exemption (up to 12 months) for puppies (up to 16 weeks old) and young dogs.
• You must always submit an informal application for a muzzle exemption to the Registry, Legal and Public Order Office.

• Certificate confirming successful completion of the proficiency test
• Proof of character suitability to keep such a
  dog (certificate of good conduct, statement from the local police station)
• Proof of liability insurance
• Microchip certificate from a veterinary practice
• Certificate confirming that the dangerous dog has been neutered (not applicable to dogs that bite)
