What do I need to know?
Service description
Vehicles with alternative drive systems can be immediately identified by their E license plate and benefit from various advantages. For example, these vehicles are allowed to use bus lanes in some cities.
Vehicles with alternative drive systems include:
- pure battery electric vehicles
- Vehicles that are charged externally via a charging cable, such as plug-in hybrid vehicles
- Hydrogen-powered vehicles, such as fuel cell vehicles
The general license plate combination is given the suffix "E."
You are not required to apply for an E license plate. Upon your request, the registration authority will assign you an E license plate. You can also apply for a personalized license plate, provided it is available.
You can have the plates embossed by a company that specializes in embossing plates, which are usually located in the vicinity of the registration authority, or you can order the plates from an online shop of your choice.
You must attach the plates securely to your vehicle in accordance with the legal regulations. Otherwise, you are not allowed to drive on public roads. The license plates must not be reflective, covered, or dirty.
With the 50th Regulation Amending Road Traffic Regulations of September 15, 2015 (announced on September 25, 2015, entry into force on September 26, 2015), a labeling regulation was created to promote sustainable, environmentally and climate-friendly mobility, which forms the basis for the labeling of privileged electric vehicles.
How and to whom is the E-license plate assigned?
- Allocation is made at the request of the owner
- It is assigned to the following vehicles:
- Battery electric vehicles (BEV)
- Externally chargeable plug-in hybrid electric vehicles (PHEVs)
- Fuel cell electric vehicles (FCEVs) with maximum CO2 emissions of 50 g/km or a minimum range of 30 km (for vehicles first registered by the end of 2017) or 40 km (for vehicles first registered from 2018) with electric drive

Provided that these vehicles may be driven with a Class B driver's license. Electrically powered small vans with a maximum permissible weight of up to 4,250 kg that are used for goods transport. Vehicle combinations are not permitted. - L3e

Is a green fine dust sticker still required?
The particulate matter regulation has not yet been amended. Therefore, from a purely legal point of view, a green particulate matter sticker is required!
Since the reason for the necessity of a sticker was actually based on the lack of visibility, a vehicle with an E license plate without a fine dust sticker is accepted in Mainz and therefore not warned.

How can vehicles registered in other countries benefit from the privileges of the E-license plate?
- Owners of vehicles from other countries can apply for a sticker so that their vehicles can be recognized as electric vehicles.
- Applicants must prove that they meet the requirements by providing:
- Registration certificate Part I or
- Certificate of conformity or
- Other suitable supporting documents
- The e-sticker must be affixed to the rear of the vehicle (windshield or bodywork) in a clearly visible position.
- License plates or stickers for electric vehicles issued abroad are equivalent to domestic license plates or stickers for electric vehicles and are therefore recognized.
Prerequisites
- The owner of the vehicle has their primary residence in Mainz.
- The company headquarters or branch office is located in Mainz.
- There must be no outstanding motor vehicle tax arrears.
- All outstanding fees incurred in connection with registration must be paid.
Remark
Vehicle registration now only possible with direct debit authorization for motor vehicle tax
Anyone who registers a new vehicle or re-registers an existing one must issue a direct debit authorization for motor vehicle tax to the Ulm Main Customs Office. The direct debit authorization for motor vehicle tax is only valid for the registered vehicle and expires when the vehicle is deregistered.
Due to the switch to the SEPA direct debit procedure, you must generally submit a SEPA direct debit mandate for the collection of motor vehicle tax with each registration. The SEPA direct debit mandate valid for the Mainz registration authority can be found in the "Forms" section at the bottom of this page and in paper form on site.
Applications and information on tax relief for a vehicle can be found at www.zoll.de. Applications for tax relief due to severe disability can be submitted to the registration authority as part of the registration process. To do so, you must present the original copy of your severe disability card.
Outstanding fees at the registration authority
Registration is dependent on you having paid all outstanding fees incurred in connection with the registration. You can pay outstanding fees on site during the registration process.

What do I need to bring or submit?
- Original valid identity card or passport of the owner
- Registration certificate part II (vehicle registration document)
- Electronic insurance confirmation (7-digit eVB code) Not required if only switching to an E license plate
- SEPA direct debit mandate for motor vehicle tax (form available in the "Forms" section at the bottom of this page or from the local registration authority) (not required if only switching to an E-license plate)
If represented by an authorized person, additionally:
- Identity document of the authorized representative and the person granting the power of attorney
- Signed power of attorney
For registration of minors, additionally:
- Written consent of both legal guardians
- Identification documents of the legal guardians
- Custody ruling, if applicable
For commercial registration, the following additional documents are required:
- For companies listed in the commercial register
- Excerpt from the commercial register (at the local court) / business registration (both no older than 3 years)
- Power of attorney from the management or authorized signatory with ID (copy)
- For registration by a third party, ID of the authorized person
- For liberal professions (e.g., lawyers, doctors)
- Current certificate from the tax office

Please also note that you cannot book ONLINE APPOINTMENTS at the Vehicle Registration Office for matters relating to driving licenses, passenger transport, and driving schools, or for digital EU tachograph cards.
For registrations with export license plates (export vehicles), the deadline for acceptance is always 30 minutes before the regular deadline!
The online appointment calendar is not available for car dealerships, registration services, and motor vehicle dealers. You can submit or pick up these documents between 8 a.m. and 11 a.m. without an appointment.
