The aim of the concept is to provide public toilet facilities throughout the city in line with demand. Environmental and sustainability factors as well as the cityscape are to be taken into account.

The following participation steps were carried out:

• Survey of local leaders on potential gaps in supply in their respective districts
• Online survey of Mainz residents on potential gaps in services within the city
• Survey on equipment requirements of various interest and target groups (e.g., people with disabilities, senior citizens, etc.)

Entire city of Mainz

• The information event for local council leaders took place on June 21, 2023.
• The online survey took place from July 12 to August 25, 2023.
• Discussions with the various interest groups took place on July 26, August 4, and August 31, 2023.
• The city council approved the final city-wide toilet concept at its meeting on November 29, 2023.
• Gradual implementation is scheduled to begin in 2026.

The costs for developing the concept and the participation process amounted to approximately €73,000. The concept is to be implemented in stages. An initial rough cost estimate is €4,593,000.

The tender was issued in consultation with Mainz Economic Development Agency; the contracted company will undertake the construction work in the coming years. An online survey with 2,113 responses showed particularly high demand in the old town (1,155), followed by Neustadt (597) and Laubenheim (361). There are deficits above all in the city center, parks, and along the banks of the Rhine.
