The local transport plan of the state capital of Mainz is the central planning instrument for future urban public transport - i.e. buses and streetcars. It defines the framework and objectives for the development of local public transport in Mainz.
The 4th update of the local transport plan
The local transport plan (NVP) of the state capital Mainz defines how local public transport (ÖPNV) in the city is strategically and operationally organized. Among other things, the NVP defines transport conditions, determines routes, and develops further measures to increase the attractiveness of local public transport.
The city administration is working on the current update together with an experienced consulting firm (PTV Transport Consult GmbH). This time, the focus is on the efficient design of transport services, feasible improvements in attractiveness, and the continuation of barrier-free stop conversions. In addition, emphasis has been placed on identifying new scope for action to finance public transport.
How can you help shape the local transport plan?
As part of the 1st Local Transport Forum, institutions, associations, and citizens were able to actively participate and thus contribute to improving public transport in their city. The first Local Transport Forum took place on July 2, 2024.
From July 2 to August 25, 2024, there was also the opportunity to submit comments and ideas using an online tool (DEMOS plan GmbH). The ideas, concerns, and suggestions submitted here helped to keep the needs of Mainz residents and public transport users in mind. The following link provides a review of last year's participation round, further information on the upcoming 2nd Local Transport Forum on April 1, 2025, and an outlook on how the process of establishing the NVP will continue.
Why is the city of Mainz drawing up a local transport plan?
Since the amendment of the Rhineland-Palatinate Local Transport Act (NVG RLP) on February 13, 2021, local authorities are no longer required to draw up a local transport plan every five years. Nevertheless, the state capital of Mainz aims to update the plan regularly in order to respond to current circumstances and changing needs.
The standard content of a local transport plan includes, on the one hand, an assessment of the current service offering. On the other hand, the NVP defines the quantity and quality of the future service offering. The development of public transport depends largely on how the spatial structure and demand in the individual districts develop. Adjustment requirements must be recorded regularly in order to document the corresponding strategic changes. The NVP serves as a basis for decision-making for approval authorities, the creation of investment programs, and the allocation of budget funds.
