The European Union's Environmental Noise Directive (EU Directive 2002/49/EC) and the subsequent amendment to Sections 47a–47f of the Federal Immission Control Act (BImSchG) require local authorities to draw up noise action plans for areas particularly affected by noise.

Citizen participation took place during the updating of the noise action plan, and the results are documented in the appendix. After completion, the noise action plan was approved by the city council on October 9, 2024.
