Municipal Heating Plan for the State Capital of Mainz Adopted

The Municipal Heating Plan (KWP) for the state capital of Mainz was adopted by the City Council on June 17, 2026. It outlines goals, key areas, and concrete steps, and shows how Mainz can achieve climate-friendly heating in the future. With the City Council’s approval, the Municipal Heating Plan thus becomes the strategic foundation for the heating transition in Mainz, the state capital.

Now it is time to move forward with the concrete implementation of the agreed-upon measures to achieve the goal of “climate neutrality” in Mainz by 2035, if possible. In the run-up to the decision, Mainz residents had the opportunity to submit comments and feedback on the draft from March 2 through April 1, 2026. This feedback helped to further develop and improve the Mainz Heating Plan. A key outcome of the KWP is the division of Mainz’s urban area into four priority zones. A distinction is made between district heating areas—which are often densely built-up and have a comparatively high demand for thermal energy—and areas with individual heating systems, where single-family or two-family homes are often found in more sparsely built-up areas. The additional prioritization of these priority areas indicates the likelihood of implementing this type of heat supply in the respective area. 

In the next step, in-depth studies will be conducted in five selected focus areas—for example, in Drais or Laubenheim. These studies will examine how implementation in the priority areas can be successfully achieved, thereby yielding insights that can be applied to other city districts. In addition, the KWP outlines a total of 27 measures that identify the areas of action along which heat supply can be further developed in the future. The state capital is collaborating on this with Mainz Public Utilities, the skilled trades, the housing sector, and residents.
