The planning area of the former GFZ barracks, covering almost 10 hectares, is integrated into the urban development of Mainz's Oberstadt district. Due to the federal government's announcement that it will no longer be used for military purposes, it can be assumed that the GFZ barracks site will be available for inner-city development. The area is included in the city model "The city is growing: Living space for Mainz" published in 2015. In addition to the need for living space, the city of Mainz is currently also receiving a lot of attention worldwide in the field of research and technology and is striving to provide not only residential building land but also land for the expansion of technological research facilities in particular.

Based on an urban development framework plan, the planning process for the development of new residential and research areas in the GFZ barracks planning area was initiated and the urban development objectives for the new "GFZ barracks urban quarter" were defined. Building on this, an urban development and open space planning competition was held.

With the aim of strengthening Mainz as a science location in general and the future development opportunities at the "An der Goldgrube" site in particular, the urban design was modified again in the first quarter of 2021. Due to the changes made, both draft urban development plans were meanwhile approved in "renewed planning stage I" and, on this basis, early public participation was carried out in accordance with Section 3 (1) of the German Building Code (BauGB).
