In Rhineland-Palatinate, all pupils in all grades and year groups at general education schools, full-time elective courses at vocational schools, and colleges are eligible to participate in the free learning materials/schoolbook lending program.

The textbook loan system in Rhineland-Palatinate is divided into free learning materials (free loan) and loans for a fee (paid loan).

If your income exceeds the legally defined income limits, schoolbooks that are used in class for up to three school years can be borrowed for a fee.

No written application is required to register for the fee-based lending service. Orders are generally placed via the parent portal for school book lending in Rhineland-Palatinate. If parents do not have internet access, they can contact the school authority responsible for their school. The school authorities have "service centers" that assist parents with placing orders.

The registration period for paid loans varies from year to year and depends on the dates of the summer holidays. It is listed in the information sheet for loans against a fee. The information sheet is distributed to students at school shortly before the start of the registration period.

For paid loans, the fee depends on the textbooks borrowed. For a textbook used for one year, a fee of one-third of the retail price is charged. For a textbook used for two or three years, a fee of one-sixth of the retail price per school year is charged.
