In order to carry out construction work in public traffic areas, the road traffic authority must approve this before work begins. This also includes the erection of scaffolding and construction fences, construction trailers or containers, and the storage of building materials or similar items on public roads.

The permit constitutes a traffic regulation order. This includes traffic measures and requirements to secure the work site and to restrict or regulate traffic, including pedestrian and bicycle traffic.

If excavations are to be carried out in public spaces, you must also apply for an excavation permit. 

Application

• in writing by email, post, or fax
• at least 2 weeks before the planned start of the measure, or at least 4 weeks in advance for larger measures, submitting the documents listed below

• In accordance with Section 46(1)(8) and (3), exempt from the prohibition in Section 32(1) of the Road Traffic Regulations (StVO)
• In accordance with Section 1 of the Schedule of Fees for Road Traffic Measures in conjunction with the Schedule of Fees

shortly after submission of the documents eligible for approval

Informal application with the following information:

• Name and address of the applicant
• Name and address (if not identical to the applicant) of the responsible site manager with telephone number
• Name and address (if not identical to the site manager) of the person responsible for traffic safety, including telephone number
• Details of the location of the construction site (with plan/sketch, including dimensions)
• Details of the duration/period of the measure
• Details of the planned safety measures and traffic management (cars, pedestrians, cyclists)

MVAS certificate of the person responsible for traffic safety (= proof of the necessary expertise for traffic safety at road worksites)

Traffic sign plan or standard plan in accordance with RSA 21 corresponding to the planned safety measures and traffic management

Excavation application, if applicable (additional email to stadtplanungsamt.koordinierungsstellestadt.mainzde)

The fees are based on the effort and scope of the permit. See the road traffic authority's schedule of fees.

• In addition, there may be fees for the special use of public space between €3 and €4 per square meter per month
  or
• parking fee losses for the use of paid parking spaces between €5 and €16 per day and parking space. 

The traffic law order is also a fee notice. You pay the fees by bank transfer.
