Authorization to drive emergency vehicles for volunteer members of volunteer fire departments, rescue services recognized under state law, and technical assistance services, "fire department driver's license."
Issuance of driving licenses for emergency vehicles on public roads with a permissible total weight of more than 3.5 t to 7.5 t—including trailers, provided that the permissible total weight of the combination does not exceed 7.5 t—to members of volunteer fire departments, rescue services recognized under state law, and technical assistance services in accordance with Section 2 ( 10 a of the Road Traffic Act (StVG).
The rescue services and technical assistance services recognized under state law within the meaning of the FbLVO include the other assistance organizations pursuant to Section 17 (1) of the Fire and Disaster Protection Act (LBKG) as well as the medical organizations and other institutions pursuant to Section 5 of the Rescue Service Act (RettDG).
Volunteers who are members of volunteer fire departments, rescue services recognized under state law, and technical assistance services may, upon application, be granted a driving permit in accordance with Section 1 (1) FbLVO if they
- have held a permanent Class B driver's license for at least two years
- have completed training in the operation of emergency vehicles in accordance with § 3
- have demonstrated their ability to drive emergency vehicles safely in a practical test in accordance with § 4,
- can prove that they have no more than two points on their driving record, and
- submit a certificate of good conduct in accordance with Section 30 (1) sentence 1 of the Federal Central Register Act.
The driving authorization is only valid for the performance of tasks by the organizations specified in § 1, even if they are not acting on behalf of a municipal authority.
The driving authorization is granted by issuing a certificate in accordance with the model in Appendix 1. In addition to their driver's license, authorized persons must carry proof of their driving authorization with them while driving and hand it over to persons authorized to monitor
road traffic upon request. The ability to safely drive an emergency vehicle in accordance with Section 1 (1) must be demonstrated in a practical test on public roads in accordance with Appendix 3. Section 3 (2) applies accordingly. The person authorized to conduct the test may not be the same person as the person authorized to provide instruction.
Completion of the instruction and passing of the test shall be evidenced by an instruction and test certificate in accordance with the model in Appendix 4. The instruction and test certificate shall be handed over to the competent authority in accordance with § 6.

Driving permits issued before September 20, 2012, for driving emergency vehicles with a gross vehicle weight rating of more than 3.5 t to 4.75 t also authorize the holder to drive emergency vehicles with trailers, provided that the gross vehicle weight rating of the combination does not exceed 4.75 t, if the requirements of Appendix 2 No. 2.1.4 are met and this is documented in the driving authorization.
