Advisory board for citizen participation in Mainz

With the adoption of the "Guidelines for Citizen Participation in Mainz" on April 6, 2022, the city council tasked the administration with establishing an advisory board for citizen participation. The City Council approved the first version of the advisory board's rules of procedure at its meeting on November 30, 2022, and the currently valid revised version on July 25, 2025 (see below for download). On February 2, 2023, the Advisory Board for Citizen Participation in Mainz was constituted for the first time.

On September 17, 2024, the second constituent meeting of the Advisory Board for Citizen Participation for the new term of office of the City Council took place. At the following meeting on November 5, 2024, elections were held for the spokesperson of the advisory board and their deputy. Ms. Johanna Herz was elected as the new spokesperson of the advisory board; Mr. Dirk Hey, who had already been deputy spokesperson of the advisory board in the past, was re-elected as deputy.

The Advisory Council for Citizen Participation is one of the central participation instruments laid down in the guidelines for citizen participation of the state capital Mainz. It is an independent body that is involved in an advisory capacity at various stages of the preparation, implementation, and follow-up of participation processes. It is composed of equal numbers of voting representatives of the population and representatives of the city council factions, as well as advisory representatives of the departments. The advisory board is continuously supported by the Citizen Participation Coordination Office, which also takes on the management of the board.
