Sports development planning of the state capital Mainz
Brief description
The state capital of Mainz wants to make its various sports and exercise facilities fit for the future for its citizens. For this reason, the Institute for Sports Facility Development (ISE) in Trier was commissioned to conduct a sports (facility) development study. The study consists of various components. Key components include large-scale surveys of citizens, sports clubs, and schools in the city. In addition, an inventory of sports facilities and their utilization will be taken, and expert discussions will be held.
Citizen participation
The broad-based surveys of citizens, sports clubs, and schools address various topics such as the sports programs offered by clubs, school sports and exercise programs in the education sector, the future needs and requirements of clubs, schools, and individual sports in terms of sports facilities and exercise spaces in Mainz, as well as questions about opportunities for cooperation in sports.
The aim is to create an objective basis for future decisions on the renovation, modernization, and new construction of sports facilities and exercise spaces in the state capital of Mainz through the broadest possible participation. The actual needs and requirements are to be identified objectively and independently and incorporated into future planning and funding procedures.

Planned planning and implementation period
- The Mainz city administration conducted an inventory of sports facilities and exercise rooms in Mainz and recorded their utilization rates.
- As part of the subsequent participation process, 20,000 randomly selected Mainz citizens were contacted and asked to take part in a comprehensive sports survey.
- In parallel with this targeted approach, the city offered all interested Mainz residents the opportunity to share their personal ideas and wishes for the future development of sports in the city.
- After completing the surveys of citizens, schools, and sports clubs, the collected responses were evaluated and analyzed.
- The report, including appendices, was published on the project website.
Expected costs
The costs amounted to approximately 80,000 euros.
Current processing status (November 3, 2025)
The population survey ended on December 31, 2024. The evaluation and analysis of all collected data has been completed and the report on sports development planning has been compiled. The report and the accompanying appendices are available for download on the project page (see "Further information").
