A German passport allows you to enter over 170 countries worldwide as a tourist without a visa. You need a passport if you wish to travel to countries outside the European Union (EU). If you are a German citizen, you can apply for a German passport.
The passport

- has a chip, and
- can be applied for by people of any age, starting from birth.
Passport for Children
Your child also needs a passport if you are planning a trip outside the EU.
As of January 1, 2024, children’s passports are no longer issued. You can apply for a regular passport for your child.
Does your child still have a valid child passport?
You can continue to use it until
- it expires
- the information is no longer accurate, with the exception of the height
- the photo is no longer sufficient to clearly identify your child

Responsibilities
You can apply for the passport at the Citizens’ Office in your place of residence. If you have multiple places of residence, the Citizens’ Office at your primary residence is responsible.
If there is a valid reason, you may also apply for your passport at an office outside your place of residence. This may result in additional costs for you.
If you live abroad or have lost your passport abroad, you can apply for a passport at a German diplomatic mission abroad.

From May 1, 2025, we will only be allowed to use digital photos taken by a certified studio or drugstore (you will then receive a code) or directly at a self-service terminal in the administration office when applying for passports and identity cards. These are currently available at the citizen service center in the Kaiserstraße town hall and in the local government offices in Altstadt, Hartenberg-Münchfeld, and Lerchenberg.
You generally need a passport for all travel outside the European Union.
Application:
- In person
We require a signature and fingerprints. - For children:
- They must be present when applying, regardless of the child's age.
- Children aged 10 and over must sign themselves. Signatures from younger children are permitted.
- No fingerprints are taken from children under the age of 6; this only happens once they have reached the age of 6.
- In the case of minors, the parents must always be present.
- It is not necessary for both parents to be present. A declaration of consent from the parent who is not present is also sufficient.
- If the parents live together, we require a declaration of consent from the absent parent.
- If the parents live separately, we do not require a declaration of consent as long as the absent parent agrees with the child's usual place of residence (child living with the parent who is present).
- In the case of single mothers, we generally assume sole custody.
- For single fathers, we require proof of custody.
- We usually issue passports for persons aged 12 and over.
- However, it is also possible to issue passports for persons between 0 and 18 years of age.
Validity:
- 6 years Applicants under 24 years of age
- 10 years Applicants aged 24 and over
No notification will be sent by the Federal Printing Office.
Prerequisites
- You are a German citizen.

Procedure
You must apply for a passport in person at the office:
- Make an appointment at your local civil affairs office.
- Bring all required documents with you to the appointment.
- The office staff will help you fill out the application on-site. You simply need to sign the application.

- Your fingerprints are taken solely for storage on the passport’s chip and are stored at the local government office until you pick up your passport. After that, your fingerprints are deleted and remain only on the chip of your passport.
- Children under 6 years of age do not need to provide fingerprints
- Children aged 10 and older must provide a signature; younger children may sign if they are literate.
- Your local government office will notify you when you can pick up your passport. You may authorize another adult in writing to pick up your passport at the office.
- Alternatively, you can have the passport sent by mail to your domestic address for a fee and have it delivered personally to your front door.

Deadlines
Your passport will expire before the expiration date listed on it if
- the personal information listed no longer applies to you, or
- your photograph is no longer clearly suitable for identification purposes. This may be the case in particular with passports for infants or very young children.

Delivery times
- Passport:
- 3 to 4 weeks from the date of application at the Citizens' Service Center,
- 4 to 5 weeks from the date of application at the local authorities (depending on the workload of the Federal Printing Office)
- Express passport:
- within 5 working days, provided the application has been processed by the Citizens' Service Center by 12 noon (excluding Saturdays, Sundays, and public holidays).
You can only pick up your passport at the Citizens' Service Center!
Processing time
- 2 weeks
Processing usually takes at least 2 weeks.
What do I need to bring or submit?
You must bring your old passport, an identity card, or a birth certificate to prove your identity.
If you do not have a current digital photo from a certified studio or photo shop, you can use the self-service terminal at the Citizen Service Center and the local government offices in Altstadt, Hartenberg-Münchfeld, and Lerchenberg to take a photo on site. This costs €6. Simply
follow the blue arrows in the entrance area of the Citizens' Service Center.
The photo taken at the Citizens' Service Center and the local government offices in Altstadt, Hartenberg-Münchfeld, and Lerchenberg can also be accessed at the local government offices within 14 days.
For minors, additionally
- Passport or identity card of the parent present
If the parents are registered in a shared apartment (regardless of whether they are married, divorced, or separated)
- Identification documents if both parents are present when the application is submitted
- Declaration of consent and copy of the identity document of the parent who is not present
If there is only one legal guardian

How much does it cost and how can I pay?
Fees
- Fee: 37.50 EUR
This fee applies if you are under 24 years of age. The fee (excluding surcharges) doubles if: - the passport must be issued outside of regular office hours, or - the application is not submitted to the local passport office responsible for your primary residence. - Fee: 6.00 EUR
Fee for a passport photo if the authority uses the PointID photo system from Bundesdruckerei GmbH. If the authority uses photo systems from other manufacturers, the fee may vary. - Fee: 70.00 EUR
These costs apply from the age of 24. The fee (excluding surcharges) doubles if: - the passport must be issued outside of regular office hours or - the application is not submitted to the local passport office responsible for your primary residence. - Fee: 32.00 EUR
Surcharge for passport applications via the express procedure. - Fee: 31.00 EUR
Surcharge if you apply for a passport at a German diplomatic mission abroad (embassy or consulate). - Fee: 15.00 EUR

Customers with appointments should present the appointment confirmation sent to them via email at the information desk. You will then be granted entry. Please arrive on time for your appointment—not too early, but also not late. This is the only way we can ensure safety measures are followed.
