Applying for special use of public space
You can also use public roads and paths for purposes other than traffic and public use. To do so, you will usually need a special use permit.
What do I need to know?
Service description
You may use public streets, paths, and squares as intended. For any use beyond this that deviates from the intended purpose, you generally need a special use permit.
Examples of situations requiring a special use permit include:
Sale of goods of all kinds
Setting up tables and chairs for outdoor dining
Advertising stands or signs
Merchandise displays
For construction site facilities, as well as for the installation of scaffolding and containers, please contact the Construction Site Management Office of the "Road Traffic Authority" department of the State Capital of Mainz at baustellenmangementstadt.mainzde.
For events and street festivals, please contact the Central Coordination Office for Events.
If, according to the provisions of the Road Traffic Regulations (StVO), excessive use of the road or a special permit does not require a special use permit (Section 41(7) of the State Road Act (LStrG)), the competent authority will consult the authority otherwise responsible for issuing the special use permit before making its decision. In this way, the special use permit becomes an integral part of the road traffic permit.

Deadlines
For informational events, information booths, promotional booths, leafleting campaigns, etc., please submit your application at least two weeks before the event begins.
For poster displays (non-commercial in nature), please submit your application at least four weeks before the start of the display (posters may be put up two weeks before the event).
Processing takes approximately two weeks after receipt of the application.
Note: Commercial posters and advertisements are only permitted on advertising spaces owned by Ströer Städte Medien GmbH. The application must be submitted directly to the aforementioned company.

Fees
The cost varies depending on the type, duration, and area of the special use.
The cost is determined by the applicable fee schedule.
The fee is based on the Statute on Permits and Fees for Special Uses on Public Roads in the City of Mainz dated December 16, 1994, last amended by the Statute of July 2, 2025 (Amtsblatt of July 4, 2025, No. 29/2025).
Contrary to the original schedule, the Business Registration Office will be closed on Tuesdays from May 11, 2026, to June 5, 2026. Opening hours on Mondays and Thursdays remain unchanged.
