Anyone can use public roads, paths, and squares as intended. If you want to use them for anything other than their intended purpose, you will usually need a special use permit.

Examples of situations where a special use permit is required include:

• Sale of goods of all kinds
• Setting up tables and chairs for outdoor dining
• Advertising stands/signs

If, according to the provisions of the Road Traffic Regulations (StVO), a permit for excessive road use or an exemption permit is required, no special use permit is required (Section 41 (7) LStrG). Before making its decision, the competent authority will instead consult the authority otherwise responsible for the special use permit. The special use permit thus becomes part of the road traffic permit.

The application must be submitted in good time, at least two weeks before the start of the event.

The fee is based on the statute on permits and fees for special use of public roads in the city of Mainz dated December 16, 1994, last amended by the statute dated July 2, 2025 (Amtsblatt dated July 4, 2025, No. 29/2025).
