4th update of the local transport plan of the state capital Mainz
Brief description
The Local Transport Plan (NVP) serves as a basic framework for the strategic and planning orientation of local public transport (ÖPNV). The NVP specifies the objectives to be set, the conditions of carriage to be defined, and where each line is to run. As the framework conditions in which local public transport operates are constantly changing (for example, due to changes in federal and state laws or the introduction of the Deutschland-Ticket), the existing 3rd update of the NVP has been updated.
Citizen participation
Citizens of the state capital Mainz, public transport institutions, public transport associations, and other interested parties had the opportunity to actively participate in the process and present their concerns during the participation events. These were recorded and reviewed during the further course of the process.
In order to involve all interested parties in the development process, various participation formats were planned and already implemented:
- On the one hand, the 1st Local Transport Forum provided an opportunity to actively contribute ideas and suggestions on site and to get in touch with the specialist departments.
- In addition, an online tool was made available to enable digital participation.
- A second local transport forum took place on April 1, 2025, at the Hechtsheim community center. The results of the public participation process and other key topics addressed in the local transport plan were presented there. Once again, it was possible for those interested in public transport, the administration, and the consulting firm to exchange ideas.
Affected urban area
The entire city of Mainz and neighboring local authorities, provided that Mainzer Mobilität acts as a service provider for them.
Planned planning and implementation period
- The project was launched in February 2024.
- The first local transport forum took place on July 2, 2024, at the Hechtsheim community center.
- From July 2 through August 25, 2024, suggestions and ideas could be submitted via an online tool.
- The second local transport forum took place on April 1, 2025.
- The draft local transport plan was approved by the Mobility Committee (AMo) on June 4, 2025, for the consultation process (participation of public authorities in accordance with Section 11 (5) NVG RLP).
- The consultation process ran from June 10 to July 8, 2025.
Expected costs
The costs amount to approximately EUR 117,000.
Current processing status (December 15, 2025)
The project has been completed. Around 900 individual suggestions from the public participation process were examined and, if thematically relevant and financially feasible, incorporated into the NVP. Various key topics were examined, such as measures to speed up public transport. The results of the participation rounds and the key topics were presented and discussed at the 2nd Local Transport Forum on April 1, 2025. The 4th update was approved by the city council on November 26, 2025.
