Event safety at public events encompasses all organizational, technical, planning, and personnel measures aimed at protecting visitors, participants, residents, and emergency responders from hazards.
This includes, in particular, ensuring safe event operations, preventing accidents, providing medical support, protecting against fires and panic, managing natural hazards, and ensuring orderly evacuation and rescue procedures.
These measures are based on legal requirements and associated regulatory mandates, which are reflected in individual safety plans tailored to the type, size, and risk level of the event.
The Fire Safety Department plays a central role here alongside the regulatory authorities and the police. Its
responsibilities include:
- reviewing and evaluating safety plans with regard to necessary fire safety measures, suitable escape and rescue routes—including access routes for the fire department in the event of an emergency—and assessing specific hazards based on the nature of the event
- Calculating and determining the necessity and equipment of the medical service and potential fire safety guards
- In an emergency, staffing the coordination committee together with other involved authorities and the event organizer
Event organizers, security concept developers, city safety authorities, the police, the fire department, and any other relevant parties develop a comprehensive plan in advance with the goal of identifying hazards early, responding quickly in the event of an emergency, and thereby protecting all people in and around the event, minimizing harm to people, animals, the environment, and property, and facilitating assistance.
The following points, among others, are part of a safety concept:
- Description of the event with a schedule
- A scale site plan of the event area
- Layout and width of escape and rescue routes
- Expected number of visitors
- Duties and locations of security personnel
- Equipment and locations of the medical services
- Contact persons / duties / activation criteria for a crisis team
- Analysis of potential risks and appropriate preventive measures
- Evacuation plans for various scenarios, including texts for announcements
