Public water supply is a mandatory responsibility that generally falls to municipalities within the framework of their self-government. They are responsible for providing the population and commercial and other facilities within their jurisdiction with sufficient drinking and non-potable water, but may also delegate these responsibilities to other public-law entities (e.g., special-purpose associations). Municipalities often have their own municipal utilities or companies perform these tasks (e.g., municipal public utilities).
Municipalities are not obligated to provide these services
1. if the supply is not technically feasible or would involve disproportionately high costs, and
2. for the supply of non-potable water, if it is reasonable to expect the consumer to limit this demand or meet it by other means.
If the property is supplied with water via public water supply systems, you must contact the municipality or the responsible water utility company if you have any questions.
