Advertising concept for Mainz
Brief description
The provision of advertising space in municipalities such as Mainz is an important tool for controlling advertising in public spaces and also for generating revenue for the city. The current contract between the Mainz city administration and the Ströer company expires on December 31, 2025. A new tender is required in order to be able to offer advertising on various advertising media throughout the city from January 1, 2026. The basis for this will be guidelines for an advertising concept approved by the city council for the reallocation of the service concession for exclusive advertising rights on public spaces. The concept describes what advertising in Mainz should look like during the term of the new contract. To this end, a steering group consisting of members of the city council factions and the administration has been formed to accompany the concept development process together with an external consulting firm.
Citizen participation
Citizen participation is organized through the involvement of local councils, who are experts on their respective districts. To this end, a kick-off event was held on May 8, 2023, with all local council leaders in attendance. They then spent the period from May 9 to June 12 determining the needs of citizens in their districts. The results were presented to the members of the steering group on July 13, 2023.

Planned planning and implementation period
Based on the steering group's decisions, the city administration draws up a draft concept as a basis for the city council's decision. The results of the public participation process are incorporated into the draft concept after their feasibility has been reviewed. At its meeting on May 15, 2024, the city council passed a resolution on the guidelines for the advertising concept.

The costs for consulting services are included in the budget.
Current processing status (December 15, 2025)
Resolution 0300/2024 was submitted to the city council for a decision on May 15, 2024, and was approved. The amendment and supplementary motion submitted by the Green Party, which included the amendment and supplementary motion submitted by the SPD, was also approved by a majority vote. The two-stage tendering process was completed on September 23, 2025. The contract was awarded to the Ströer company.
