Reorganization of parking regulations for e-scooters from March 1, 2026

Based on a city council resolution, a guideline on the use of public road space in the city of Mainz by e-scooter rental systems (e-scooter guideline dated July 2, 2025) was developed last year.

The key provisions of the directive are a limit of no more than 1,200 e-scooters, the granting of special use permits to a maximum of four operators, and clearly defined operating and parking regulations. The special use permits are granted for a period of 24 months.

Following completion of the current selection process, three operators of e-scooter rental systems will now be actively represented from March 1. In the city center (Old Town and New Town districts), the e-scooter rental system will be station-based in the future. Twenty-five parking areas will be set up for this purpose, meaning that only a limited number of 300 e-scooters may be parked in the designated areas in the city center. The locations of the parking areas are attached as an appendix. In certain areas, such as parts of the old town, parking is completely prohibited (see Appendix 2).

"We will implement the directive on March 1, 2026. This means that from this date onwards, rented e-scooters in the city center may only be parked in the designated areas. This applies to the Old Town and New Town districts," explains Manuela Matz, the responsible department head. This regulation does not apply outside this zone. If e-scooters are parked in the city center outside the designated parking areas, the provider must park them properly, redistribute them, or remove them.

"In recent years, we have unfortunately noticed that many e-scooters are blocking the streets, simply parked anywhere or knocked over, especially in the city center. We hope that with the new regulations, we can improve this situation, which can also be observed in other cities," explains Matz.

Note: Locations 2 and 25 (Wallaustraße and Roman Theater train station) will have to be temporarily relocated due to construction work when e-scooter management begins on March 1, 2026. The final implementation is not yet foreseeable at this time.
