Competitive procedure for residential development "Heiligkreuz-Viertel"

In the course of the Heiligkreuz Quarter project, the property owners have committed themselves to ensuring the urban design of the new city quarter by undergoing quality assurance procedures when planning the individual construction sites. For some construction sites, competing procedures (e.g., competitions) are being held, which are being organized by the respective developers. The procedures that have already been carried out and their results are presented below.

Planning process

On the more than 30-hectare site of the former IBM production facility in Mainz Weisenau, the city of Mainz is developing a new mixed-use urban quarter with a variety of housing options, good infrastructure, and an attractive living environment.

In 1965, the IBM Germany production facility in Mainz began operations on this site. Due to global partnerships, IBM ceased hard drive production at the Mainz site at the end of 2003 and closed the facility.

Now that most of the site’s previous commercial uses have been phased out, the entire area offers opportunities for redevelopment.

To establish a new land-use concept, the City of Mainz adopted an urban development framework plan in October 2014 for the former IBM site and adjacent interconnected areas. Based on an analysis of the existing conditions, this framework plan defines the new fundamental land-use structure and typology, the basic infrastructure, key green corridors, and essential connections to adjacent neighborhoods.

The framework plan served as the basis for a two-phase urban planning competition, which was launched by the property owners in the spring of 2015. In this process, a jury selected the design submitted by the firms Hermann&Valentiny and Latz+Partner as the winner from among 22 entries on June 26, 2015.

This urban design concept served as the basis for the development of the zoning plan. With its publication in the Amtsblatt, the “Heiligkreuz Site (W 104)” zoning plan became legally binding on November 17, 2017.

In parallel with the development plan, a design manual was developed to guide the subsequent implementation of the individual projects from an urban design perspective.

The first development work within the plan area began as early as 2017. The first construction project to be implemented will be the new local retail center in the northwest of the plan area.
