The City Law Committee is the "appeals authority" for the state capital of Mainz. If a person disagrees with a decision (administrative act) made by the city administration, the City Law Committee reviews it again. The City Law Committee is completely independent in this regard.
The appeal procedure, which is generally subject to a fee, usually proceeds as follows: the City Law Committee (consisting of a chairperson and two assessors) decides on the appeal after an oral discussion. You can then appeal against this decision before the administrative court or the social court.
