Brief description

Bicycles are becoming increasingly important in Mainz. A survey conducted in 2023 shows that 31 out of 100 journeys within Mainz are made by bicycle. In order to further improve cycling, the city of Mainz launched a new project at the end of 2023. It is called "Radkonsens Mainz" (Mainz Cycling Consensus). This project consists of two parts.

First part: BYPAD
BYPAD is the abbreviation for "Bicycle Policy Audit" and refers to a standardized procedure for evaluating bicycle traffic. Experts work together with city employees, politicians, and interest groups to assess how good cycling in Mainz is so far. They then determine how bicycle traffic should be improved in the future.

Part two: Radnetz Mainz
The "Radnetz Mainz" part involves determining the most important routes for bicycle traffic. The aim is to identify where cyclists can ride safely. Bicycle parking spaces and signposts for cyclists are also being planned.

Citizen participation

With the standardized "BYPAD," there is no direct citizen participation. The working group consists of representatives from interest groups, politics, and the city administration.

In the case of "Radnetz Mainz," there was extensive citizen participation in four formats. The same questions were asked in the online participation events as in the previous analog events.

  • September 25, 2024: Analog participation event at the Hechtsheim community center with almost 200 participants
  • September 26 - October 20, 2024: Online participation
  • September 16, 2025: Analog participation event at LEIZA with nearly 300 participants
  • September 17 - October 26, 2025: Online participation

Planned planning and implementation period

The conclusion of the "Mainz Cycling Consensus" is planned for mid-2026.

Expected costs

The implementation of the Mainz Cycling Consensus (including "BYPAD" and "Radnetz Mainz") and public participation will cost approximately €200,000.

Current processing status (February 20, 2026)

Public participation and the BYPAD process have been completed. The certificate was presented to the state capital at the Mobility Committee meeting on January 21, 2026. On February 4, 2026, the city council decided to work toward the goals defined in BYPAD. The decision on the Mainz cycle network is currently being prepared.
