Master Plan 100% Climate Protection

• Greater commitment and clear responsibilities in the leadership and cooperation of measure implementation
  
  
• Reprioritization of the catalog of measures, including recommendations for implementation timelines

There has been broad participation from actors in the city administration and municipal or quasi-municipal companies, as well as numerous stakeholders from urban society. More than 120 actors took part in the kick-off event in fall 2021. This was followed in spring 2022 by ten specialist workshops, to which more than 250 stakeholders were invited.

In addition, 14 expert discussions were held with 42 key stakeholders. The update report documents the results of the participation process.

For the first time, the project competition "Our Climate Protection – Our Project – Our Mainz" took place, in which Mainz citizens received support in implementing their own climate protection projects.

The master plan process will continue beyond the end of the funded phase (2016-2020). The administration has been tasked with initiating and supporting the implementation of the proposed measures. Reports on the implementation of the master plan with a new GHG balance will be published every five years, and we will publish a report with interim implementation results between these intervals.

The National Climate Protection Initiative funded the "Mainz 100% Climate Protection Master Plan" project over a period of four years, divided into two phases. The Mainz 100% Climate
 
Protection Master Plan was drawn up during the one-year concept phase. This was followed by a three-year implementation phase, during which the first measures were initiated and supported. 

The Mainz 100% Climate Protection Master Plan was developed by the consulting firm 4 K / Kommunikation für Klimaschutz in collaboration with the Leipzig Institute for Energy by the summer of 2017. To this end, greenhouse gas balances and scenario paths were calculated and the existing potential for reducing CO2 emissions and final energy demand was determined. 
In parallel, the city administration worked with interested citizens and stakeholders from business, politics, and society to develop realistic measures that could be implemented to achieve the desired climate protection goals. On this basis, we then embarked on a three-year funded implementation phase, during which many measures had to be implemented, initiated, and supported. 

On September 27, 2017, the city council unanimously approved administrative proposal 1055/2017, (opens in a new tab) developed by the Parks and Environment Department, for the 100% Climate Protection Master Plan for the state capital of Mainz.

The master plan, which was developed in a broad-based participatory process involving Mainz citizens, the administration, politicians, companies, and institutions, summarizes the current state of knowledge (as of 2017) and the contributions of all stakeholders in a report for the first time. It

thus forms the basis for strategic climate protection planning with a view to the year 2050 (target orientation updated in the meantime) and outlines a possible path towards a climate-neutral urban society. The "Master Plan 100% Climate Protection" project was funded as part of the "National Climate Protection Initiative" (funding code: 03KP0019). With the National Climate Protection Initiative, the Federal Environment Ministry has been initiating and funding numerous projects since 2008 that contribute to reducing greenhouse gas emissions. Its programs and projects cover a broad spectrum of climate protection initiatives: from the development of long-term strategies to concrete assistance and investment support measures. This diversity guarantees good ideas. The National Climate Protection Initiative contributes to anchoring climate protection locally. Consumers, companies, municipalities, and educational institutions all benefit from it.
