Strategy for adapting to climate change
Mainz is adapting - Find out more about the development of Mainz's strategy for adapting to climate change.
In the spring of 2023, a project group was established within the city administration to develop Mainz’s climate change adaptation strategy and oversee its subsequent implementation. The process of creating an integrated adaptation strategy required clear leadership from the city administration, with the Department of Parks and the Environment serving as the technical and strategic project lead. The project management was supported by a team of external service providers and a core team of city administration representatives who provided guidance on technical and organizational matters.
To address the complex task of “climate impact adaptation in the city of Mainz” from a technical perspective, subject-specific working groups were formed, comprising representatives from the city administration, politicians, civil society advocates, and other stakeholders. The coordination of all stakeholder groups and processes was led by the Department of Parks and the Environment.
In April 2025, the state capital of Mainz began implementing the 24 key measures. Progress in implementation is regularly evaluated, and the strategy will be updated after five years.

The strategy for adapting to the effects of climate change has been in effect
since April 1, 2025. After one year, the current status of these measures was reviewed, and it was determined that 75% of the 24 key measures are already being implemented.
The 24 key measures are divided into a total of 67 building blocks—that is, smaller-scale measures. Of the 67 building blocks, three have already been completed, 22 are currently being implemented, four are under development, and eight are in the planning stage. Work on 30 building blocks has not yet begun.
In the summer of 2027, additional detailed examples will be presented following two years of implementation. After three years, a progress report on the status of implementation will be issued.
